Houston police say a homeless man was lying dead in a popular strip mall parking lot for 20 hours before anyone called authorities about the man, KHOU.com reports.
Some people reportedly even took pictures of the man, known as “Big Guy” to workers in the area instead of alerting authorities.
"If they just had used their cell phone to make a call instead of a picture, perhaps this man could still be alive today," Sgt. Brian Harris of the Houston Police Department told the station. "I would like to say our city is better than that, I know our city is better than that."
One person told the station that she assumed the homeless man was asleep.
